1. What This Website Is

Phelps County Criminal History is a private reference site with no government affiliation. It does not store official criminal records, conduct official background checks, retrieve files, or submit documents for a visitor.

Its pages direct readers to record custodians such as the Phelps County Sheriff, Circuit Clerk, Missouri State Highway Patrol CJIS repository, and Missouri Sex Offender Registry. Some pages also connect to outside search tools.

2. Rules for Using This Site

By using the site, you agree not to:

• Use the site in violation of federal, Missouri, or local law
• Threaten, stalk, intimidate, or harass a person with information found here
• Use site content for decisions regulated by the FCRA
• Attempt unauthorized entry into any system or account
• Send bots, scrapers, or other automated collection tools to these pages
• Interfere with performance or another visitor's access

3. No Harassment, Stalking, or Discrimination

Information obtained here or through a linked tool must not be used to harass, stalk, threaten, intimidate, or discriminate. Missouri registry law makes misuse especially serious. The Missouri Sex Offender Registry warns that using its information to facilitate a crime is illegal. Registry data supports public safety awareness and does not authorize vigilantism or discriminatory conduct.

4. We Are Not a Consumer Reporting Agency

We are not a consumer reporting agency under the FCRA and do not create consumer reports, credit reports, or official background checks. Our advertising partners do not offer their linked tools here for FCRA-regulated screening. You agree not to use site or linked-tool data to:

• Make an employment decision
• Evaluate a housing or rental application
• Set insurance terms or assess creditworthiness
• Decide eligibility for a license, permit, or benefit
• Carry out any other purpose controlled by the FCRA

A legally authorized check for such a purpose must come from the Missouri State Highway Patrol CJIS process or an FCRA-compliant provider appropriate to that use.

5. No Legal Advice

Website content is general information, not legal advice. It cannot determine how a Phelps County charge, warrant, conviction, or Missouri expungement law applies to a particular person. Seek advice from a licensed Missouri attorney.

All content and functions are provided "as is." We make no promise that:

Missouri law governs these terms. The Missouri Sunshine Law, Chapter 610, governs public governmental records, and RSMo §43.509 addresses criminal-history collection and dissemination. Neither makes this private site a government record custodian. A dispute arising from use of the site must be brought in a court located in Missouri.

12. Changes to These Terms

We may revise these conditions. A revision becomes effective when the updated terms are posted here.

13. Cutting Off Access

We may restrict or end access at any time and without advance notice.

14. Severability

If one term is found invalid or unenforceable, the remaining terms continue in effect. The affected provision will be adjusted only as far as needed to make it enforceable.
